NEP-1992

  • The Modified National Policy on Education (1992), often referred to as the Programme of Action (POA) 1992, significantly strengthened the institutional framework for teacher education in India.

    Major Contributions to Teacher Education

    • Statutory Status for NCTE: The most critical legal contribution was the recommendation to grant statutory status to the National Council for Teacher Education (NCTE), which was realized in 1993.
      • This allowed for the regulation of standards and the accreditation of teacher training institutions nationwide.
    • Expansion of DIETs & Resource Centers: The policy mandated that all districts be covered by District Institutes of Education and Training (DIETs)by the end of the Eighth Five Year Plan.
      • It also established approximately 250 Institutes of Advanced Study in Education (IASEs)and Colleges of Teacher Education (CTEs) to upgrade secondary teacher training.
    • Special Orientation Programme (SOPT): Building on previous initiatives, it launched the Special Orientation Programme for Primary Teachers (SOPT)to train over 16 lakh teachers in new pedagogical skills.
    • Professional Development for Specialized Needs:
      • Inclusive Education: Reoriented teacher training to handle inclusive classrooms, specifically for the 12.59 million children with disabilities.
      • Women Empowerment: Reoriented all teacher training programs to make teachers “agents of women empowerment”.
    • Strengthening SCERTs: The 1992 POA suggested conferring autonomous status to State Councils of Educational Research and Training (SCERTs)to improve local teacher training quality.
    • Targeted Recruitment: It reaffirmed the goal of ensuring that at least 50% of recruited primary teachers are womenand encouraged the recruitment of teachers from Scheduled Caste (SC) and Scheduled Tribe (ST) communities.
    • Focus on In-Service Training: Emphasized that teacher education is a continuous process, integrating theory with practical classroom application through regular in-service courses
